In order to collect community input to construct an art vision plan, Art Vision Cheboygan (AVC) is using the NCI Charrette system. The National Charrette Institute (NCI) is part of Michigan State University's School of Planning, Design, and Construction. The NCI defines the charrette system as, "a multi-day uninterrupted work session to help participants stay focused and break through to a creative solution." In 2019, with planning from committee member Ann Gildner and Lindsey Gardner from the MSU Extension Office, AVC hosted a charrette event at The Cheboygan County Library. After completing several activities, collecting surveys, and setting up survey tables at the library and the farmer's market, the community came to these conclusions:

• Fun
• Colorful
• A variety of art forms
Initial location areas identified include:
• Gordon Turner Park
• Festival Square
• Riverfront (both North and South)
• Throughout Cheboygan
